An expert in the construction industry, Gina Gallegos, PE, will drive transportation infrastructure growth in her new role as director of Construction Services in Texas.

Gallegos brings more than 30 years of professional experience with the Texas Department of Transportation (TxDOT), where she spent her entire successful career. Gallegos launched her TxDOT career as an engineering assistant in the Bexar Metro Area Office. Gallegos continuously climbed the ladder at TxDOT, serving in various roles such as the first female Bexar Metro Area Office area engineer and the San Antonio District director of construction.

Gallegos served as the TxDOT director of the construction division and, more recently, as the San Antonio district engineer, overseeing the transportation system across a 12-county region, becoming the first female in both positions. Gallegos guided vital initiatives and projects, such as the expansion of Loop 1604 North, Interstate 35 Northeast, and U.S. Highway 281 North, as well as other mobility projects designed to ease traffic congestion in some of Texas’ most integral corridors.

Gallegos’s leadership and professional expertise are consistently recognized through numerous awards, including the 2016 WTS San Antonio Region (WTS-SAR) Innovative Transportation Solutions Award, 2017 TxDOT Gibb Gilchrist Award, the 2018 WTS-SAR Woman of the Year Award, the 2021 WTS-SAR Innovative Transportation Award, and the 2022 Outstanding Women in Texas Government Award from the Governor’s Commission for Women and the State Agency Council.

“We are thrilled to welcome Gina to Gannett Fleming. She is exceptionally well respected in the Texas infrastructure and construction industry due to her extensive knowledge and leadership qualities,” said Executive Vice President and Executive Director of Construction Services Anthony Ferruccio, PE. “Her expertise is well suited to further the strategic growth of our Construction Services group and will deepen Gannett Fleming’s presence throughout the state. She has a unique and well-defined ability to skillfully lead challenging projects while bringing innovation and strategic solutions to the table.”

“I am excited to join the Gannett Fleming team and look forward to enhancing our transportation services with TxDOT and local clients,” said Gallegos. “This role presents a unique opportunity to leverage my expertise and drive innovative solutions in transportation and construction technology.”

A graduate of Texas A&M University with a degree in civil engineering, Gallegos has also been actively involved in professional organizations, serving as an advisor for the San Antonio Young Engineers Association and chair of the Texas Alliance for Minorities in Engineering, San Antonio Chapter.

Growth in the Lone Star State

Texas’ transportation system is rapidly expanding, reflecting the state’s burgeoning economy and growing population. The Texas Transportation Commission is spearheading efforts to develop a world-class transportation system focused on roadway, public transportation, maritime, aviation, and rail.

An efficient transportation system is critically important for Texas-based businesses, providing essential connectivity for goods and people across the fast-growing state and beyond. Infrastructure enhancements are designed to improve safety and congestion relief by incorporating advanced technologies and robust designs that reduce the risk of accidents. These improvements will not only connect Texans but aim to alleviate congestion and create faster travel times. Improved accessibility will bolster our economic growth and ensure Texans and businesses continue to thrive, making the state an even more attractive destination.

To better serve our clients and support the state’s continued growth, Gannett Fleming has significantly expanded its Texas transportation infrastructure footprint. A key milestone in this expansion was the successful acquisition of DEC, a civil engineering firm in Texas.

The acquisition underscores our commitment to expanding and strengthening our transportation infrastructure capabilities in the Lone Star State. With seven offices throughout Texas, including Austin, Dallas, El Paso, Fort Worth, Houston, McAllen, and San Antonio, Gannett Fleming is positioned to address growing transportation needs across the state.
